this is true but it’s notable that npcs suggest in-game that this was barely reinforced in skyrim until the stormcloak uprising and the thalmor came in to rlly crack down on it. ulfric dealing with the forsworn probably contributed to this but yeah talos worship was still acceptable in skyrim until the start of the civil war
